When the individual reachies the Age of Discretion, the Lord asks them what they want to do. Do they want to dwell with Him, or do they want to go their own way. Those choosing to dwell with the Lord are then required to sign the Covenant Contract. For those who reject the Lord and who have not been Blacklisted, the offer remains on the table.
Those who reject the Lord's invitation will want their own space. So the Lord creates a separate world for them, a world free of His own presence - call it 'Hell' for want of a better description. Because He has been rejected, He is not therefore obliged to provide the amenities which will be present in the New Jerusalem. Hell will be a dour place, a place where minimalism is at a level sufficient to support life for Eternity. There will be no law, save that imposed by the stronger on the weaker; chaos will be the result.
'Fire' is a term used in connection with the Lord Spirit; but it is also used in connection with Hell:
[19] Every tree that does not bear good fruit is cut down and thrown into the fire. (Matthew 7:19 NRSV)
One might say that the Fires of Hell amount to the the Spirit of Evil associated with the lord Satan - the antithesis of the Lord Spirit.
[I remember an occasion when I was clambering down a cliff path to do some beach fishing; due to the clarity of the water and the presence of holiday-makers, the beach was only fished at night. As I descended through the darkness, I was subject to a sense of evil which increased the further I followed the path down. The sense of evil was so strong that I eventually turned round and went home.]
