Inclusion of the Oxford comma is mandatory. Use of the Oxford comma helps to avoid ambiguity - especially in comma-delimited lists containing conjunctions or alternations. For example:
The use of the Oxford comma captures the intended meaning, thereby avoiding ambiguity.
Even in a simple list where the Oxford comma is dropped - such as 'x, y and z' - the context may lead to ambiguity in certain circumstances.
